The Bluelight marketplace is used by our Emergency Services customers as their eProcurement platform to reduce costs and improve spend management.
In October 2004, EGS technology was selected by the Police eProcurement Strategy (PEPS) Project Board as the platform to support eProcurement and purchasing collaboration across the South West and Wales Region.
This resulted in the creation of the Bluelight marketplace. The membership has subsequently extended beyond the South West to include Forces in the South East and Midlands.
The Bluelight marketplace forms an integral part of a wider police eProcurement strategy initiative, to make available shared eProcurement systems and collaborative solutions to all forces across England and Wales. These core systems and solutions comprise three elements: the Bluelight eTendering Solution, the Bluelight Procurement Database (BLPD) and the Bluelight Marketplace and will be extended over time.
These solutions are being delivered to support the Government's savings targets whilst actively supporting ACPO's national strategy for procurement, by encouraging collaboration of procurement activities between forces.
The Bluelight marketplace is configured to enable buyers to publish, control and access electronic content and supplier details at a national, regional and individual force level. Importantly, where forces have purchasing relationships with local councils or local authority regional purchasing consortia, then police force buyers will be able to access approved contracts across both police and local authority segments including contracts that have been negotiated at a national public sector level, for example, OGC Buying.Solutions contracts.
